Construction Begins On All-Electric Full Sutton Prison

Work has begun on the UK’s first all-electric prison at Full Sutton in East Yorkshire, the Ministry of Justice reports in a press release. The prison will be equipped with solar panels and heat pump technology, to make energy savings of £1.1m a year, when compared to traditional style prisons.

The prison will have a capacity of 1,500 places, and is set to create 600 new jobs for the local area. There will be an emphasis on training and development within the prison, so that the majority of inmates will have the right skills and knowledge to gain meaningful employment on their release.

Minister for Prisons and Probation, Damian Hinds, said: “The new prison at Full Sutton will protect the public and the public purse, using the latest technology to cut energy costs. Giving prisoners the skills in demand by local businesses will help them find work and turn over a new leaf – cutting reoffending and making our streets safer.”

The £400m prison will hold category C prisoners, who will have the opportunity to learn in purpose-built classrooms and workshops. There is already a prison on the site near Pocklington, east of York, which is a maximum-security category A prison, and holds some notoriously dangerous criminals.

Councillor Jonathan Owen, leader of East Riding of Yorkshire Council, said: “I welcome the start of the construction of the new prison which, when completed, will provide a great boost to the local economy and employment market with the creation of over 600 jobs as well as providing a focus on skills and training to get prisoners into jobs on their release.”

The project managers have set a target to give at least 50 of the construction jobs to ex-offenders who have successfully retrained during their custodial sentences. Kier Construction, the contractors, have a previous track record for creating positive working relationships with former prisoners.

They have already run apprenticeship schemes and held engagement events which are specifically tailored to help those who are preparing to leave, or have recently been released from the custodial system.

Liam Cummins, Group managing director of Kier Construction, said: “Breaking ground at Full Sutton yesterday was a major milestone for this new prison. It builds on our successful partnership with the MoJ, where we have been operating successfully in close collaboration for the past decade.”

“Alongside this, we’ll create hundreds of jobs throughout the lifecycle of the project, supporting local people and the supply chain, as well as providing opportunities for prisoners on release.”

The new Full Sutton Prison is part of the government’s New Prisons’ Programme, which aims to provide an extra 20,000 prison places, and upgrade the UK’s archaic penal institutions, which are often overcrowded and in a poor state of repair.

The new prisons will have a progressive approach, with a focus on equipping inmates with vocational skills which are in demand by local employers.
