A full planning proposal has been lodged with City of York Council to redevelop a listed building into a Hard Rock Café with an aparthotel above it. Insider Media reports that the property developers North Star are behind the plans.
The building in question is on Coney Street, and was recently vacated by TK Maxx. The ground floor units would house the cafe, while the aparthotel would occupy the upper floors with an extra storey added to create a penthouse suite.
A design and access statement submitted in support of the applications said: “This development of a Hard Rock Café and aparthotel would serve to enhance and revitalise this prominent listed building in York’s historic city centre.”
It continued: “The proposal ensures the preservation of the unique landmark façade on Coney Street and replaces a detracting façade with a contemporary design which enhances the existing streetscape while being sensitive to context.”
“This proposal will create new job opportunities and provide a vibrant and energetic destination to support the high street’s continuing development. The two anchor tenants are dedicated to providing high-quality service to their customers, and are truly committed to York as a key destination for their businesses.”
Meanwhile, plans for a development of 67 homes at the former Airedale Mills site in the village of Rodley are set to be approved by Leeds City Council. The brownfield site has been disused since the mills between the River Aire and the Leeds-Liverpool Canal were demolished in the early 2000s.
The planning officer’s report said: “Following negotiations with the agent, the scheme is considered to be policy compliant and will result in the redevelopment of a brownfield site within a sustainable location, contributing a much-needed mix of new housing to the city, including ten affordable units.”
It continued: “The design, scale, appearance, and landscaping of the development is considered to represent a complimentary addition to the local environment.”
“The proposal is considered to have some visual impact upon the character of the area when compared to the existing characteristics of the site. However, the site previously comprised substantial mill buildings used in the textile industry, and therefore the proposed development represents an appropriate form of development for this site.”
The plans are expected to be approved despite some strong local opposition, including 214 formal objections being raised with the council. The site is close to Rodley Nature Reserve, which is considered to be of outstanding natural beauty and scientific interest.
The Rodley Nature Reserve Trust have urged the planners to provide an ‘ecological buffer’ and protect the local wildlife. Concerns have also been raised about a likely increase in the population of domestic cats in the area, which will pose a threat to the wide range of birds that occupy the nature reserve.
The developers commented that their plans include an ecology buffer at the eastern and southern edge of the site, and will include a large area of green space.
